It's not even so bad in England, over here there's dogs roaming around everywhere. The people up the road from us have a rhodesian ridgeback who is always out and about on his own

ETA : we don't seem to have as much of an issue with Staffies etc being used as status symbols though

No, I don't think so, he's never attacked anyone or any other dog as far as I know but they're on the dangerous dogs list
