IMO dog ownership needs to be changed entirely. Should be a legal requirement for dogs to either be bought as dogs already trained, or if you want to own a puppy, there should be a requirement to prove that it's properly trained before 1 year old.

Any improperly trained dog has the potential to be a dangerous dog, full stop, and the VAST majority of dogs in this country kept as pets are not properly trained.

The problem nowadays that I've noticed is people treat their dogs like children and they're not children, treating dogs like that only leads to behavioral issues that can be potentially dangerous
