There's only two ways I accept someone being arrested for racism.

1. If it goes physical which I think we all would agree with that.

2. Is if the person that's being racist is constantly stalking the other person that they're being racist against.

If it's just a heated row then no I wouldn't arrest them as words are just words, otherwise we go down a slippery slope where people could be arrested for calling someone a fat bastard or something else that can be deemed prejudicial.
