Is that the same Sean Spicer who spent a large part of the first Trump administration White House briefing lying his arse off about the attendance at the Inauguration?

There was a theory about that on the Daily Politics.Someone was saying that Trump does these things when there is a story that he doesn't want to get too much attention.That instance was the womens protest.He apparently puts out statements that will recieve press attention in order to push other stories further down the news agenda.
