I don't know if it has to have an effect in terms of infractions. I used to manage a team of people as my job and there were some I liked and others I didn't, and there were numerous times I'd have to discipline people I liked and I never looked for reasons to discipline the people I didn't like, it was just formalities of the job but then when chatting with people it would probably show who I was friendlier with, and I assume it's a similar kind of thing with moderating, they have a mod side that the rest of us don't see where they give out infractions etc, but then they have a poster side where friendships will probably show and who they like/don't like etc which is fair enough... I think the problem is that people assume from looking at their posts and who they're friendly with how they must be acting as a moderator but noone actually sees that except the other mods, and I'd assume that if someone was moderating unfairly it would be pretty apparent to the others and something would be done about it.
