I honestly don't think so. Firstly C5 and the current production team don't have an ounce of sense between them, they don't even know how to execute a 'surprise' eviction let alone implementing a format change. And secondly, I'd imagine they rely on voting revenue even more so than they used to since it's so low.
They definitely should though, I cba getting into this debate again because it's been done ad nauseum on here and goes around in circles but my only argument at this point would be - this show is on its last legs and is on the way out, what do they have to lose by experimenting with a new format at this point? Bring in a competent production team (preferably BBCan's), throw a load of money at proper promotion (about the game ACTUALLY changing) and the task team, maybe increase the prize fund to £250k, consider having some public influence like a VTS to remove one of three nominees and a jury vote, and see what happens. If it doesn't work, fine, the show's over. If it does work, fantastic, there might be a couple of years left. If you don't try, the show's still over. It's win-win at this point.
