Oh hush. If someone says no or stop they mean no and stop. They don't mean "Okay just keep groping me against my will even though I'm extremely uncomfortable and I don't want you to."
Even if Raph had been flirting with Andrew - which he hasn't - it still isn't acceptable for Andrew to continue doing that when Raph was clearly uncomfortable. This goes for any of the housemates not just Raph. If someone doesn't want you kissing or licking them and tells you to stop, you stop.
