I don't think so, we saw Paul try to apologize in the kitchen during last nights episode so I think making up was something he wanted to do.

Who is Khartik??? Do you mean Karthik? You'll be accused of racism in these parts if you make mistakes like that.

What should he have done, said "Yeah, I don't want Karthik to get membership but I'm not allowed to say why because a few members on TiBB don't want to hear about it"? He was put in a position to refuse Karthik membership, he's obviously going to use the one reason he has been given.

You nailed it here. For this type of person, an apology just serves to facilitate getting away with the behaviour. He knows he's going to apologize before he engages in the behaviour in the first place. The apology is just another tactic.
