Like with Kevin Spacey's 'apology' it just comes across like they don't want to deny it because they know there's probably others that could come forward, but they also want to look as good/innocent as they possibly can at the same time. They're not interested in giving an apology because they actually care about the people they've hurt, it's all about image.
