Its the same in local council Kizzy. My job entails regular contact with the local council and there's been some big changes these last few years. They are very strapped for cash and are doing a lot of reshuffling which includes downgrading and reducing their workforce. New positions are mainly temps or contracts that have to be re-applied for after a year.
Many charitable respite centers for children with disabilities have, up until now, been partly funded from central government but central government have just announced they are handing that responsibility over to local councils and local councils are saying they just can't afford it. Respite centers for disabled children are going to be closing down in droves.
When local council has to cut its cloth accordingly, that's fine if there's enough cloth to do the job. Unfortunately that isn't the case
