Adam made the point that Ash was aware and supported Caroline sabotaging the shopping ,if Ash was mad at anyone regarding the cigs it should have been Caroline . That lots are blinded by their hate for the outsiders.
What really annoyed me was last night LukeS said "If they want a cig let them come and *****ing ask me "

Luke S is a control freak....he probably did not like Adam controlling the situation yesterday.
I wonder what made Adam give her some....Did you see Luke S and Ashleigh just staring at him when he shared it out?... That was uncomfortable. It was good that Adam wound her up....maybe it made her think...but I doubt it. By giving her some it showed he was not going to sink to their level...and to be fair it wasnt his to control. We will see more tonight.... If Luke S takes control of the tobacco it would be foolish considering he nearly went last night.

If we look at what we know from Twitter and the HL's:
Ashleigh is not a smoker, she only steals other people's
Ashleigh knew about the shopping, and claimed later she told Caroline to get "the tobacco", but we never SEE her tell Caroline that
Ashleigh admits in the kitchen she thought Caroline would still get HER tobacco, just not everyone else
DR gives Adam less than half of what just one person would smoke in a week
Adam tells her no
Ashleigh stomps off to the DR screaming
Adam silently gives Ashleigh a small share of the tobacco
The DR only hands out tobacco for "free" when the shrink and lawyer advises them to do it to prevent violence or extreme aggression

In other words - BB most likely made Adam share it.

Definitely not Big Brother gave it to them for all the housemates to share. Adam had no right to take it upon himself to decide who gets some and who does not. I have actually noticed how pathetic this man is.
