He has a child labour permit that allows him to work in the state of New York if his parent/guardian is present.

The money is literally just tips. My friend delivers food for Dominos and accepts tips too does this make him a sex worker?

Admittedly the scene is a bit odd but it's not sexual at all and his parents were filming so I don't see much difference between this and children dancing in general.
