Yes they can vote so long as they have the bill payers permission

"Would they vote" is more apt, I think and again that depends on the extent of their dementia and also how bothered they were about the series and her in particular,

She's a muppet. Whatever way she's 'playing' this ....and I get the notion that she's quite a dab hand at playing with things

- she's been dumped allegedly by 3 famous men. She dances and cavorts with men for their gratification. She pees on men to make them happy.
