Everyone learns it in school from the age of 4 until you graduate from secondary school. Only a few thousand people are fully fluent but everyone knows how to count and a few phrases. It's a very complex language.

Sometimes.

You'd get alot of people that do speak Irish but are also very good at English, I can sort of speak it but not as good as some people in other parts of Ireland LOL
