IIRC, thre was a discussion about this on a TV news program and an "expert" said that the gangs have proliferated because (mostly single) parents have given up trying to control their children so gang leaders become role models and arbiters in the vacuum left by adults - it's not surprising in itself, but it IS an indictment of the "lifestyle" of certain sections of "modern" society .....

A lack of support and opportunity for young people contributed to the outbreak of riots in England last summer, an independent report says.

The Riots, Communities and Victims Panel, set up last year, highlights "500,000 forgotten families".

Poor parenting, an inability to prevent reoffending, and a lack of confidence in the police were also cited.

Up to 15,000 people were believed to have taken part in the riots - with the majority of those aged under 24 and with poor academic records, the report said.

The communities the panel spoke to blamed the riots on poor parenting.

David Lammy, Labour MP for Tottenham said "I would place more emphasis on family life, on parents and on community."

It may be a contributory factor. however the woeful underfunding of underperforming innercity schools....The removal of resources available to promote community cohesion, and the rise in gang culture and media inspired violence may have played a small part too.

Yeah, there's a whole gamut of issues that need to be addressed but my guess is that they won't be .....

Good. It's a pity life doesn't actually mean life though, they'll be back walking the streets again in less then 20 years, that poor girl will never walk any where again.
