They ban specific breeds for a reason, some have stronger instinct as they were for centuries bred to do a certain job and that is inherent. Yes it's possible to water it down and raise some breeds as pets, but it appears that that isn't possible for others.
Why some feel the need to challenge that theory I don't know, poor child

Also besides that, even if there weren't a significantly bigger difference in the amount of attacks by these dogs, the damage they can do is so much greater and psychically speaking it's a whole lot harder to stop those dogs from attacking once they start. Yeah Jack Russel's and small dogs can be nippy little ****ers but they're not very likely to kill you
