Of course he didn't have the balls to say it to her face, it was a cheap shot and he knew it - I don't really see the point in offering up the "would he say it to a man about his deceased wife" argument because that doesn't apply to any of the other male housemates, none of them have deceased spouses. He knew what he said was offensive and wrong which is why he backtracked and tried to lie about it.
However, Linda has been gunning for him for two weeks. She's been trying to provoke him into doing something like this and now she's finally gotten her wish - and she didn't like the end result. What was she expecting? So I don't really have any sympathy for her on that front, she's been goading him on purpose for exactly this scenario to unfold; but I feel sorry for her that he took such a cheap shot at her.
