I think he is publicity seeking.
Under no circumstances should this ever be allowed. Our young children are our future and should not be subjected to being taught by women wearing the equivalent of a rather scarey halloween costume that can only serve to inhibit identity and effective communication between teacher and young children which is essential for young children to learn.
Communication and the ability to communicate effectively is included in most job adverts today as it is so relevant in today's world, and approximately 70%of communication comes from facial expressions and body language. The whole stupid idea flies in the face of common sense and the skills required to teach vulnerable young children who should not be used to further an agenda.
Also what message does it give to them that women should cover their faces to keep their insecure and controlling husbands happy.
It it ludicuous that our society should pander to the nonsence believed by these 'men' who think their women are either so gorgeous, or as their property, should not be seen by other men who might lust after them or worse - maybe they shouldn't judge all men by their own primitive standards.
