I actually think there were a lot of Dexter nods / inspiration but LT the point was that he was NOT tidy or efficient like Dexter, he was actually a total mess and left a tonne of physical and DNA evidence in every single one of his kills . That said I think (and have seen interviews with the author / show writers) you are supposed to sort of root for Joe, even though he is objectively a violent sociopath. He's supposed to be a likeable character who unfortunately is psychotically jealous and stalkery and kills people .

Really? Oh god no, he absolutely doesn't come across as likeable in any way. If they were trying to emulate Dexter in that way then they failed miserably (except with Lt ) Dexter had a code, he didn't go round stalking people because he fancied them or stealing their underwear etc The people that Dexter focused on were actual murderers who'd gotten away with it
