Honestly GOOD character development went out of the window somewhere around the end of S4 - only to make a dramatic return in S9. A bizarre comeback story. There are characters who got more development in S9 than they had for 5 years (I'm looking at you Daryl) and characters that have now been developed having had close to ZERO development since they joined the show (Ezekiel...).
It has a new showrunner and it goes to show what a difference it can make. Another example of this is Morgan becoming a 10x better character in
half a season of Fear The Walking Dead than he did in his entire time as a full time TWD cast member

. But FTWD has always had stronger characters. Except bloody Chris and (imo) Travis
But yeah... honestly, if FTWD S4 and TWD S9 are anything to go by then the shows are on a great trajectory currently. But the first season and a half of FTWD and seasons 6-8 of TWD might be hard to get through. I actually quit Fear for years (early S2) and picked it up & binged right up to the end of S4 and very glad I did because S4 itself is a great season of telly

What show doesn't have bad seasons though? Even Game Of Thrones has the - in my opinion - borderline embarrassing S5.
