It was council/housing association houses that were promised I believe, and it was by T-May in 2017 so they can't even claim that it was sunk by Brexit. Although I suppose poor T'resa maybe actually believed she'd get 5 years and that Brexit would be done by March 2019, so maybe she did plan to deliver on that. Probably not. But maybe!
