There's blame all round in this tbh. The military mis-identifying the plane and having an itchy trigger finger, both sides for playing war games in the first place / Trump with the threats that had them so riled up and reactionary... and really... the fact that civilian flights were taking off at all?? The risk of something like this was huge - flights should all have been grounded.
