Eh, you can't take part in active combat until 18, and you have to be in full time education until you're 18 too, so the only way I see it as a contradiction is the AoC being too low.
Like, obviously if two teenagers are in a relationship and both want to, stuff is gonna happen regardless of the letter of the law, but it should be higher to give them legal protection from predators.
