The system itself and the "force" ARE the problem, whether it's an officer standing there doing nothing when his colleague is kneeling on a man's neck, whether it's those in charge NOT disciplining officers for their behaviour or NOT prosecuting them for murder or abuse of their position, the system for not stamping this out.
The minority of "bad cops" are only a problem because the MAJORITY allow it to be. That is the issue.

I agree with all those issues but tons of people are arguing much more than that and making a lot more wild assumptions and accusations than that. Think it's arguing semantics a bit as well. Flaw(s) in the system vs. system is the flaw. They might not all step up and act correctly every time, there are plenty that still drop the ball either subjectively wrong or outright unjust in certain instances, out of millions involved over the years.
