We, who work in law sometimes cannot get muggers locked up, or even serious shoplifters.
It is an offence and of course we don't know if he had previous history.
I can only assume he has however, and that you're on the right track in that for him to get a custodial.
If anyone thinks, especially at present, with Stores being closed, virtually few or even no public toilets, well,public toilets aren't open anyway during this lockdown, however if anyone thinks people aren't left right and centre, relieving themselves in public places..
They'd be sadly mistaken.
In fact Mr Cummings on his sight testing drive had to stop for his son's toilet break in the open, well bushes.
