I'd add that it quite successfully illustrated what was intended;
An awful lot of the same people who were saying "Well it's unfortunate but that seems sensible... safety first..." when a curfew for women was suggested immediately switched to "WHAT?? This is outrageous!!" when someone suggested one for men
