a person is not going to be in control walking 8 dogs at the same time. It doesnt matter what size the dogs were, its impossible to control 8 on your own

Even if it was 8 very gentle dogs, you simply can't keep track of them, so they're at risk of encountering other animals or from traffic at the very least. Obviously a horrendous thing to happen, but this was never a safe choice by any stretch. |
