people don't vote for a prime minister, they vote for a local mp. Thats our democracy.

The PM is usually the leader of the main party in government, but it doesn't have to be. There is no public democratic method of choosing a PM, so talk of not having a mandate is just not applicable. Thats the way it's always been and it would be exactly the same with proportional representation too
