It's called "male socialisation" versus "female socialisation" - a woman who goes out dressed badly will quickly find out that what she's wearing doesn't suit her or just looks bad, especially during formative years when their peers are less filtered/more openly bitchy. But (I gather?) women learn to pick up the sarcastic/spiteful "you look great, hon" comments in a way that men generally don't. While men who dress badly would either be called eccentric, or just be accepted as a bad dresser, because it doesn't matter what men look like.
So someone who's reached their autumn years as a man, they'd be less likely to get real-like feedback as to when they look bad, leaving them with less self-awareness. And this is apparently a bigger problem when that person is presenting as a woman.
