I think this is accurate but also, unfortunately, without sensible safeguarding and controls it just doesn't matter. In a world where one is not able to call out the difference between genuine and not and it's seen as a terrible judgement to do so... it doesn't functionally matter if they're genuine or not. They're allowed to be there because self-ID is a thing so there's no way to immediately differentiate.
