What I’m saying is that the two with the least votes were chosen from the 8 housemates. They were put in the vault because they were the lowest voted out of all 8.

Then they just chucked in another 2 in order to create suspense/for the housemates to bet.

Not necessarily correct. Who chose the other 2?

But Thomas and Sarah would always have been put in the vault and would always have been evicted.
