It’s not my opinion. I’m pretty sure that before putting anyone in the vault, BB said to the housemates that the public had been voting to win, and that the 2 housemates with the lowest votes would now be evicted.

Now you’re saying this I’m questioning my memory! And I can’t be bothered to go back and rewatch it. But I’m pretty sure that’s what they said.
