Sexual inversion is essentially what we would now describe as a form of transgenderism or being non-binary to a certain extent. It was used to describe those who outwardly presented as the gender they were assigned at birth but inside identified as the opposite gender. So think of it now as someone who identifies as trans but is yet to act upon it.
The issue with it back then was that is was used to explain same-sex attraction, effectively wiping out homosexuality. Homosexuality was illegal, and so they ascribed gay men and lesbians as sexual inverts, effectively calling them heterosexuals because they basically said gay men were actually internally/mentally women and therefore were straight. One issue we want to avoid nowadays is ensuring an effeminate gay teen isn't labelled trans when actually he's just a camp gay kid and the term sexual inverts was basically doing that as a blanket statement.
