I think the idea is to make it as awkward/difficult as possible that minors won't bother going to the hassle and therefore it'll cut down the amount of underage people consuming porn, which is only a good thing.
I believe there are three ways to verify age: through producing a photo ID, running a credit card check or doing a 'face scan' which estimates someone's age. The first and the last will be highly effective in blocking youngsters from accessing porn, and I believe the majority of teenagers won't want to input their parents credit card details for fear of them being charged or notified, so I do think this will be effective.
I'm all for it - porn is extremely damaging - it creates super unrealistic expectations around what real sex is like, and particularly for guys, it can feed into really ugly attitudes towards how to treat women particularly in the bedroom.
I guess I have a little concern it feels bit...authoritarian/big brother-y, however I think it's worth it from a safety perspective and the benefits of reducing porn consumption from a young age overrides the worry of it being a bit of a power overreach.
There is also the very legitimate issue of it pushing people to access sites who are flouting the rules that are riddled with virus' etc... and potentially hosting worse material than on sites such as PornHub - I think they need to really police these sites if they want this new bill to be safe and effective, but I'm not sure how possible that is?
