We declare terrorist organizations all the time. The KKK is labeled a terrorist group and various militia fall under this category when they run afoul with the law. "Army of God", a Christian terrorist group, is known for attacking people who support abortions. Antifa are no different than any of the others mentioned, especially as they tried to skirt the law by acting as a militia.

The main point of labeling them a terrorist organization is so that if another institution or agency runs into them, the Federal govt has set clear guidelines for dealing with them. A public agency is more likely to be informed by the FBI, etc, if they're active in that area. Smaller agencies work with the FBI all the time in this way to try to keep an eye on problems local to their area. So basically, it just puts them on the formal map for monitoring. People represent their employer, they are their public face.
