ICE officers are not the same as local police. ICE’s authority is limited to immigration enforcement and detention for immigration‑related investigation — they are not empowered to command civilians in the same way that municipal or state police can during criminal incidents.

Because of that, she had no legal obligation to obey orders that fell outside ICE’s immigration remit.

Only local law‑enforcement officers have jurisdiction over criminal activity, and even then, the rules governing use of force are strict.

Simply running or attempting to flee is not, on its own, an offence that justifies the use of deadly force, even for local police.
