No, it was stronger in the 90s without Big Brother than it was in the 00s with Big Brother

Big Breakfast, Brookside, TFI Friday, Crystal Maze, Friends, South Park, Streetmate etc

Big Brother is their biggest ever show, but it doesn't mean that without it Channel 4 won't cope, they managed before and they'll manage again and BB wasn't doing that well in the later years, rating not much higher than most of their output only that didn't cost millions
