I always thought the hosting country had to pay for it, that was always a running joke here when we kept winning (see Fr,Ted episode ) .........though I don't claim to be a Eurovision expert

I think they pay for the hosting costs with the venue and stuff but not any broadcasting costs or something I really dont know tbh
