Because singapore is a mucked up country. Its the cleanest country on earth and the government decided to keep it that way, gum on pavements is disgusting and so they made it illegal so it doesn't happen. You also get a massive fine if your caught littering something like $50000 about £25,000.
Its like a dictatorship, but expats dont have the same consequences we just get deported if we do anything wrong.
