Because if he took on one who'd retaliate he'd be in for a nasty shock, Willie/Stefanie wouldn't have put up with it. Lorraine did so he knew he could get away with attacking her and getting the public to dislike him enough.

But it was unjust and the lovely Lorraine didn't deserve it.
