No, they commit the crime they do the time, or whatever form the punishment takes. If you've brought your child up right however the situation shouldn't arise, so on that level, as a parent I would consider myself partly to blame. I've raised my son to be an ethical decent person, but nobody is perfect definitely not me, I don't know anyone who is whiter than white in regards to the law.
