Claire actually sat back down after she heard them say letters, she was encouraged by the other housemates to get get the letters, especially Rylan.

She didn't really try very hard to persuade them, not saying it's all Claire's fault, it was quite unfair of the others as well to seemingly value Claire's letter over his. In a way he probably wanted his letter the most, not only does he also have a wife and kids but he's on the other side of the world to them
