Women can't get it any time they want, there's a whole genre of films dedicated to desperately single women being desperately single women. Some people have high sex drives and others don't - but it's seen as negative for women to be vocal about it while it's seen as macho for men to be vocal about their sex drive. I'd bet there are roughly equal numbers of men and women who have high sex drives around the world.
