I think the problem is if pepper spray is easily available, the bad guys would use it.

I agree with you on everything but two points Arista; She shouldn't just carry pepper spray in her bag - she should also keep a baseball bat in her car, and instead of leaving "the Punk on the floor in pain" then getting into her car and driving off, she should get the baseball bat and hit him a few times on his head and in his stomach and balls, then drive off and call the cops.
