I kind of wish I could excuse someone's behaviour that easily because he's naturally very funny, he is however also ver cruel too and he's said himself in the diary room that his behaviour is on purpose because it's his only source of entertainment..

For lack of a better word, a person who uses cruel behaviour for their own entertainment is a bully.
