I personally find that when using someone's nationally in an insult like Harry used, i think it only becomes used as an offensive thing when the offensive word used, directly correlates to the person's nationality, if that makes sense?
Like, 'Irish ****' or like i said 'Welsh wanker' to me, that doesn't use a person's nationality as the prevalent insult, whereas if someone said 'Irish *something about potatoes*' or 'Welsh *something about sheep shagging*' that would be directly using someone's nationality as an insult to them.
It's still silly to place a person's nationality in that sort of context though, but I can't back that as being directly xenophobic.
Idek if any of that made sense but hohum.
