Well, taken in the context of Bear's boorish conduct having - from Day One - RELENTLESSLY adversely affected ALL the other HM's, save his lapdog Bloor and their two molls, while Aubrey's action, and the 'others' keeping stum about it, was an isolated, one-off incident, I would have to say NO.

It was wrong of any HM's who did KNOW about the incident NOT to tell Bear or try to dissuade Aubrey from actually serving it to him, and it was disgusting of Aubrey to spit in Bears food and drink, BUT, they all DID have mitigating reasons.

In addition, the fact that Bear DID NOT KNOW about the incident at the time it was being executed, did NOT cause him any of the emotional or mental stress which he has been inflicting upon the 'others', and the fact that soon after he had discovered all about the incident, he invited Aubrey to spit DIRECTLY into his open mouth THREE more times, suggests that he did not suffer emotional or mental stress AFTER the event either.

Given ALL the circumstances, and with Bear 'legitimising' Aubrey's 'Spitgate' incident, I would have to reach a verdict that neither the actions of Aubrey or the 'others' constitute 'Bullying' but more 'Understandable Reactionary Retribution'.
