For a start some members can't be arsed reporting posts even if they see them as a rulebreak so many infraction worthy posts are possibly missed, whilst others seem to have the report button on speed dial so some posters are reported time and time again so that's inconsistent for a start

Everyone on the forum has equal reporting rights, it's not our fault if they all don't use them at the same rate
