How could you possibly know people's reporting habits? We get a variety of reports from different people and we can tell the difference between genuine reports and someone reaching to get another person in trouble. If a person is reported but we don't believe they've done anything wrong then we won't do anything. Plus you aren't taking into account that not all moderation is prompted by reports, if we see rule breaks we'll respond whether it's reported or not.

People don't get banned because they get reported a lot, people get banned because they frequently break the rules.
