I would honestly say that if PC was on a scale from 1-10, ~90% of people would be somewhere between a 4 & 7.
Its just that so many pay attention to the 1s who dont want chocolate eggs in the spring to be named after the Easter holiday, or the 10s that purposely aim to offend as many people as possible to get a reaction.
So few people identify with both of these extremes that the entire discussion of PC seems bizarre. I honestly think ~90% of people have similar conclusions on PC topics.

I think that people's sense of "morality" can go into an extreme PC level as they think that saying certain things, or making certain jokes is being "horrible" or "going too far" because the person actually thinks that their OTT PC ways is a good thing, and noble. Just as on the other spectrum that someone with a low amount of PC in them will think that it's okay to say whatever they want, but people are being mean if they don't like them saying certain words, or just out and out being controversial, I actually do join the latter myself to some extent.
